Internalization of Statistical Metadata Management and Statistical Recommendations

Tegal, 9 April 2025 – In an effort to strengthen the management of quality and integrated sectoral statistics, all employees of the Tegal Regency Statistics Office (BPS) participated in the **internalization of statistical metadata management and statistical recommendations** online through MOOC and YouTube channels, which was held as part of BPS's commitment to strengthening the national statistical system from the Central Java Provincial BPS. As Keynote Speaker, Acting Head of the Central Java Provincial BPS, Ir. Endang Triwahyuningsih, MM, said, This activity was carried out to increase the comprehensive understanding of all employees regarding *statistical metadata* and the *process of providing statistical recommendations*, in accordance with the mandate of **Law Number 16 of 1997 concerning Statistics**, **Presidential Regulation Number 39 of 2019 concerning One Data Indonesia**, and **BPS Regulation Number 4 of 2019 concerning Statistical Recommendations**. ### *Internalization Goals: One Perception and National Synergy* The Head of the Central Java Provincial BPS, in his speech, conveyed that this internalization is not just a socialization activity, but a strategic step to build *the same understanding in all regencies/cities*, especially in metadata management and the implementation of statistical recommendations. > “Statistical metadata is the foundation of data quality. Without clear and standardized metadata, data will be difficult to understand, compare, and utilize optimally,” he explained. Furthermore, it was explained that statistical metadata plays an important role in explaining the context, definition, source, method, and interpretation of data. Meanwhile, statistical recommendations serve as *strengthening the validity, accountability, and integration of statistical data* produced by agencies outside of BPS. ### *Strong Regulatory Foundation* This activity emphasizes the importance of understanding three main regulations: - *Law No. 16 of 1997*: Regulates the implementation of national statistics by BPS as the supervisor of national statistical data. - *Presidential Regulation No. 39 of 2019 concerning One Data Indonesia*: States that metadata must be provided in every data implementation, and sectoral data must obtain statistical recommendations from BPS. - *BPS Regulation No. 4 of 2019*: Regulates the mechanism for providing statistical recommendations technically, from application to issuance of recommendations. The speakers from the Central Java Provincial BPS are: Sumbodo Adi Cahyono, S.Si, MA, and Medha Wardhani, SST, M.Si, CPS, CDS, CPM ### *Building a Good Data Culture* This internalization is also part of building a *good data culture in government agencies*, with the hope that the Tegal Regency BPS can: - Become a strategic partner in driving the integration of sectoral data at the regional level, - Provide assistance and guidance to OPDs (Regional Apparatus Organizations) in metadata management, - Actively ensure that data produced by OPDs meets the principles of One Data Indonesia: *data standards, metadata, interoperability, and reference codes*, - Increase internal capacity in understanding and applying the policy of providing statistical recommendations appropriately. ### *Consolidation and Joint Commitment* All participants welcomed this activity and appreciated the initiative of BPS as the supervisor of national statistical data. In interactive discussions, various real case studies from other regencies/cities were also discussed to enrich the technical understanding of the employees. At the end of the activity, a joint commitment was agreed upon to: - Prioritize *data accuracy, consistency, and transparency*, - Ensure that *all sectoral statistical activities in the region obtain recommendations from BPS*, - Encourage all OPDs in Tegal Regency to participate in building a quality and reliable data system. ### *Concrete Steps to Realize One Data Indonesia* With the implementation of this internalization, the Tegal Regency BPS shows concrete steps in supporting the implementation of *One Data Indonesia* at the regional level. This is in line with the national vision to realize effective, efficient, and widely utilized data governance for development planning, decision-making, and better public services. The *Tegal Regency BPS* is committed to continuing to be the driving force behind the implementation of quality statistics, supporting data-driven policymaking, and being at the forefront in realizing one data for a more advanced Indonesia.
